France’s center of government is facing a deep crisis. Investigations have been launched following the deaths by suicide of two staff members at the services of the Prime Minister, alongside multiple other suicide attempts, according to reports from France Inter. The revelations have prompted a preliminary criminal investigation and raised serious questions about a toxic work culture within the administration.
Suicides and Attempts Trigger Criminal Inquiry
France Inter reported on Monday, August 3rd, that two employees of the Prime Minister’s services took their own lives in March 2026. In addition, two other individuals have attempted suicide in recent months. The Paris prosecutor’s office has opened a preliminary investigation, which has been handed over to the Brigade for the Repression of Crime Against Persons (BRDP). At least three internal inquiries are also underway.
The Prime Minister’s services, discreet but vital part of the state administration responsible for assisting in the development of government policy, are now at the center of a scandal involving alleged managerial dysfunction.
Harassment Allegations and “Invisibilization”
On June 25th, a formal report was filed under Article 40 of the penal code, which obliges any public official who becomes aware of a crime or offense to notify the public prosecutor without delay. On the same day, a harassment complaint was filed by one of the employees who had attempted suicide months earlier at a train station, where she was saved by a passerby.
Her lawyer, Me Christelle Mazza, detailed a pattern of workplace abuse to France Inter, describing her client as being “invisibilized,” excluded from meetings, and subjected to “mockery and bullying reminiscent of school harassment.” The employee was reportedly isolated in a basement office and suffered a medical episode at work. Despite numerous reports to her superiors, occupational health services, and the internal “Vigisouffrance” system, the only solution offered was for her to leave her position. “In the end, the becomes her,” her lawyer denounced.
Systemic Failure and “Exceptional Gravity”
The employee was eventually hospitalized in late April for suicidal risk. Her case prompted a staff representative to trigger Article 40, citing “elements of exceptional gravity.” The situation is not isolated. In October 2025, another agent attempted suicide at their workplace. The two deaths in March 2026—one of a project manager while teleworking and another within the General Secretariat of the Government (SGG)—occurred in contexts of “identified workplace suffering” and “managerial dysfunctions,” according to documents cited by France Inter.
Staff within the PM’s office argue that this pattern points to a systemic issue. “We have crossed a threshold. This accumulation forms a system, and we have finally realized it,” one source told France Inter. The period has been marked by significant political instability, with four Prime Ministers (Gabriel Attal, Michel Barnier, François Bayrou, and Sébastien Lecornu) in two years, leading to brutal changes in teams and methods. However, more systemic problems are also cited, including budget cuts, staff reductions, and an extremely competitive atmosphere.
Official Response and Broader Investigation
In response, Matignon’s press office stated that “the prevention of psychosocial risks is a priority within the Prime Minister’s services.” While several internal investigations are underway, trade unions have also secured an agreement for a broader, external audit into psychosocial risks at Matignon to address the escalating concerns over the work environment.
