French Firefighters Announce Strike for More Resources

French firefighters have announced they will file a strike notice from September 8 to October 20, intensifying their campaign for increased funding and staffing after a summer marked by devastating wildfires. The move follows an initial call to protest two weeks ago and reflects mounting frustration within emergency services over what they describe as chronic under-resourcing.

Xavier Boy, spokesperson for the inter-union collective of firefighters, confirmed the strike timeline during a press conference in Paris on Friday, August 28. The dates were strategically chosen to pressure the government during critical legislative moments.

Strategic Timing Targets Government Legislation

The strike notice begins on September 8, when the Ministry of the Interior is expected to present a draft law on modernizing civil security. It extends through October 20, when the first part of the finance bill will be voted on. Boy explained that maintaining “pressure” between these two dates is essential to force concrete commitments from the government.

In mid-August, nine representative unions of the departmental fire and rescue services met with the Minister of the Interior. They presented three core demands: significantly more resources to handle surging call volumes, a massive recruitment drive for professional firefighters, and rapid adoption of the civil security modernization law.

Unions Express Disappointment with Government Promises

Union leaders said they were “very disappointed” by the promises made by Laurent Nuñez, the secretary of state attached to the interior minister. In response, they called for a national mobilization at the end of September, announcing a static demonstration on September 26, 27, and 28 at Place de la République in Paris.

The interior minister had promised to present the draft law, stemming from a “Beauvau of Civil Security” consultation, to firefighter unions on September 8. That twelve-month consultation, launched in mid-2024, was supposed to lead to an ambitious modernization law for a system considered to be at breaking point, with additional funding attached. However, the initiative has stalled without concrete results.

Funding Discussions and Union Warnings

Nuñez had assured unions that discussions on financing departmental fire and rescue services would “result quickly and concretely, as early as the 2027 finance bill, with an increase in resources.” But union leaders remain skeptical.

“The texts they present to us will have to be up to the task,” Boy warned on Friday. He also cautioned the government against introducing problematic measures in the finance bill, stating that firefighters should not be forced to choose “between the plague and cholera.”

The strike announcement underscores a deepening crisis within France’s emergency services, as firefighters report record intervention numbers and severe strain on personnel. The coming weeks will test whether the government can offer sufficient concessions to avert a prolonged labor action during a period of heightened wildfire risk.
