Federal Health Minister Mustafa Kamal has declared that the creation of new provinces is essential to save Pakistan, arguing that the country’s current provincial structure requires urgent reconsideration.
Federal Funds and Provincial Autonomy Under Scrutiny
Speaking on the distribution of financial resources, Kamal noted that the federation provides substantial funds to the provinces under the National Finance Commission (NFC) Award. He claimed that Rs8,884 billion from the federal budget was allocated to the provinces, adding that the 18th Amendment had significantly increased provincial autonomy.
According to the minister, the existing arrangement had effectively created four separate administrative entities, while provinces continued to receive federal funds. He added that this was one reason the issue had not been challenged more strongly.
Farooq Sattar Backs Six Administrative Units in Sindh
MQM leader Farooq Sattar also called for the creation of six administrative units in Sindh. He said each unit should receive equal financial resources and have its own governor.
Sattar further said that the founder of the Pakistan Peoples Party had worked under the One Unit system during the Ayub Khan era.
