The Khyber Pakhtunkhwa police have formally requested the governor’s approval for a security challenge allowance of up to 120 per cent of basic pay and an additional Rs13.87 billion to modernise equipment and sustain operations, according to a summary moved to the provincial governor.
Allowance Tiers by Region
The summary proposes a three-tier allowance structure that ties compensation to the level of security risk faced by personnel in different parts of the province.
- Personnel in southern districts, including the Dera Ismail Khan, Bannu and Kohat regions, as well as all merged districts, would receive an allowance equal to 120 per cent of basic pay.
- Personnel in other settled districts would receive 100 per cent of basic pay.
- Personnel in the Hazara region would be entitled to 75 per cent.
According to the summary, the proposed allowances would add more than Rs5.159 billion to monthly expenditure.
Three Decades of Sacrifice, Lower Salaries
The draft argues that the KP police have been fighting terrorism for the past three decades and that their salaries remain lower than those of police personnel in other provinces despite their sacrifices. The allowance is presented as a measure to close that gap and recognise the heightened risk borne by officers in conflict-affected areas.
Procurement Funds Sought for 2026-27
Beyond the allowance, the police have requested the release of funds allocated for procurement in the fiscal year 2026-27. The summary seeks more than Rs11.16 billion for procurement in settled districts and over Rs3.35 billion for merged districts.
It calls for the release of funds earmarked for weapons, ammunition, transport, plant and machinery, ordnance stores and other equipment to maintain operational readiness.
Rs13.87 Billion for Weapons, Drones and Armoured Vehicles
Separately, the KP police have sought an additional Rs13.871 billion to purchase weapons, modern equipment and vehicles, citing shortages caused by budget constraints. The proposed purchases include:
- Submachine guns, MG-1A3 rifles and 5.56mm weapons
- Bulletproof jackets and ballistic helmets
- Drones, thermal weapon sights and binoculars
- Anti-drone guns and advanced systems
- Armoured personnel carriers
- Single- and double-cabin pickup trucks
Operational Readiness at Stake
The summary stresses that additional funding is needed to address shortages of weapons, protective gear, surveillance systems and transport. The requests now rest with the governor, whose approval would determine whether the province’s police force receives the enhanced allowances and the procurement package it says it needs to sustain operations.
