Iran Declares US Defeat as Hormuz Reopens and Truce Talks Advance

Iran declared on Wednesday that the newly forged agreement to end the Middle East war represents a clear admission of American failure, even as diplomatic machinery accelerates with new shipping corridors, technical negotiations, and mounting evidence of a region pivoting toward reconstruction. The statement by Mohammad Bagher Ghalibaf, head of Iran’s negotiating team, set a defiant tone for a day marked by rapid developments across multiple fronts.

“The Islamabad understanding was not the result of pressure and coercion, but rather the result of the resistance and authority of the brave Iranian nation,” Ghalibaf said during a conference in Azerbaijan broadcast on state television. “That is why, the Islamabad Memorandum of Understanding became a declaration of America’s defeat.” He insisted that security in the Middle East must be guaranteed exclusively by the countries of the region, rejecting any external stewardship.

Strait of Hormuz Springs Back to LifeIn a concrete sign of the truce taking hold, shipping traffic through the Strait of Hormuz has nearly tripled in two weeks. Monitoring firm MarineTraffic reported that crossings surged from 32 vessels during the weekend of June 12–14 to 93 vessels between June 19 and 21. Windward, another maritime intelligence company, logged 25 transits on Monday alone, describing the situation as “early-stage normalisation, not full reopening.”

Oman moved to cement the recovery by designating two temporary shipping routes north and south of the existing, coordinating the effort with the International Maritime Organisation. In a statement, Muscat confirmed no tolls would be charged, aligning with the outcome of US-Iran talks. Vessels will be grouped and contacted individually with departure instructions, and masters remain responsible for conducting independent risk assessments before setting sail.

Technical Talks Take Shape

Behind the scenes, the architecture of a lasting settlement is being assembled. Pakistan’s Foreign Office spokesperson Tahir Andrabi announced that three technical working groups have formed for the second phase of negotiations, focusing on Iran’s nuclear programme, sanctions and frozen assets, and the situation in Lebanon. Nuclear inspections remain a point of contention. IAEA Director-General Rafael Grossi told journalists in Tokyo that inspectors will eventually visit Iran’s enrichment sites. “Whether this happens the day after tomorrow or in one week or in 10 days, it’s important, but not essential,” Grossi said. “This is going to happen.” His comments followed conflicting signals from Washington and Tehran, with US Vice President JD Vance claiming Iran had already agreed to invite inspectors back, an assertion Iranian officials promptly denied.

Lebanon and the Human Toll

As diplomatic frameworks take shape, the war’s human cost continues to emerge. The United Nations reported that more than 11,000 residential buildings were “completely destroyed” in southern Lebanon, with another 2,200 partially damaged. “For many families, this means there is simply no home to return to,” said UN spokesperson Stephane Dujarric, warning that unexploded ordnance and ongoing uncertainty are preventing safe returns.

In a parallel track, Israeli and Lebanese officials are discussing a US-backed pilot project to transfer control of some southern Lebanese territory to the Lebanese Armed Forces. Three Israeli officials said the troops involved would undergo American training and vetting to ensure no links to Hezbollah, while Israel would retain a military presence in the buffer zone.

Trump Rails Against Senate Vote

US President Donald Trump lashed out at the Senate for passing a War Powers Act resolution aimed at curbing his authority to wage war against Iran, calling the vote “poorly timed” and accusing lawmakers of providing “aid and comfort to the Enemy.” In a social media post, Trump claimed Iran was “on the ropes, ready to go down for the fall, willing to give us practically anything,” and that the Senate had complicated his efforts. He vowed to “get it done, one or the other.”

Meanwhile, Qatar’s Prime Minister Sheikh Mohammed bin Abdulrahman al-Thani told the Financial Times that normal liquefied natural gas production would resume “within a few weeks,” contingent on the establishment of a US-Iran hotline to secure Hormuz transits. QatarEnergy had suspended LNG output after a drone attack on its Ras Laffan plant following the outbreak of hostilities in late February.

A Region Reshaping Itself

Ghalibaf’s address to the Parliamentary Union of the Organisation of Islamic Cooperation in Baku reinforced Iran’s core demand: that Middle Eastern nations alone must dictate the region’s political and security architecture. As technical groups meet, shipping lanes reopen, and devastated communities begin to measure the path toward recovery, the coming weeks will test whether the Islamabad memorandum can evolve from a declaration of defeat into a durable framework for peace.
