India’s London High Commission Accused of Coordinating Anti-Pakistan Campaign Through Banned Group and UK Rights Outfit

India's London High Commission Accused of Coordinating Anti-Pakistan Campaign Through Banned Group and UK Rights Outfit

Intelligence sources have alleged that India’s High Commission in London coordinated with a banned action committee and a United Kingdom-based rights organisation to promote an anti-Pakistan narrative under the guise of human rights advocacy, according to a report by Dunya News.

Alleged Contacts and Meetings

According to the account provided by the sources, the Indian High Commission in London contacted the banned action committee in April 2026 as part of what was described as a coordinated plan. In June, Indian High Commission official Pramod Khemchandani reportedly met Zaka Jacob of the Indian broadcaster Times Now in London.

The sources claimed the meeting discussed launching an operation through a new organisation aimed at promoting unrest in Azad Jammu and Kashmir (AJK) and publicising the narrative of the banned Joint Action Committee.

Individuals Reportedly Prepared for Unrest

On 24 June 2026, the Indian High Commission allegedly prepared three individuals identified as Azhar Ahmed, Yasir Shafaat and Dr Ishtiaq Khaliq to foment unrest in Azad Kashmir, the sources claimed. Zaka Jacob was reportedly assigned the task of promoting the alleged anti-Pakistan narrative through extensive media coverage.

The sources further alleged that the Indian High Commission made 17 WhatsApp calls to the three individuals during June as part of the alleged operation.

UK Registration of Rights Observatory

On 30 July 2026, the Jammu Kashmir Human Rights Observatory (JKHRO) was registered in the United Kingdom, according to the account provided by the sources. The banned action committee reportedly published several social media posts in June depicting conditions in Rawalakot and other parts of Azad Kashmir in a misleading manner while calling on the international community to take immediate action.

The sources alleged that JKHRO subsequently issued reports echoing the committee’s narrative, and that media outlets including The Independent, Times Now and Kashmir Times further circulated its claims through their reporting.

Questions Over Credibility

The sources questioned the organisation’s credibility, describing it as newly established, and alleged that its registration documents named Pramod Khemchandani, an official associated with the Indian High Commission.

They said the alleged connection between the official and the organisation raised questions about the group’s formation and its activities. The claims have not been independently verified.
