In a live discussion with citizens on social media, French President Emmanuel Macron stressed the necessity of increasing military expenditure to prepare for current global conflicts and to bolster European defense capabilities. This conversation, which took place Thursday evening, underscored the gravity of a geopolitical landscape that Macron described as being on the edge of peace and war, with Russia seen as an existential threat and the United States under Trump reducing its support for traditional allies.

Macron emphasized the need for Europe to adapt to these challenges by rearming and revisiting budgetary priorities. He suggested that military spending could rise to as much as 5% of GDP, a figure aligned with former President Donald Trump’s calls for European nations to shoulder more of the defense burden. Currently, France’s military budget, which has been on an upward trajectory since 2017, stands at 2.1% of GDP, with expectations to reach 50.5 billion euros by 2025.

During his address, Macron expressed uncertainty about the exact percentage France should aim for but acknowledged the necessity of increasing spending. He highlighted the difficulty of achieving this in a country already grappling with significant public deficits and where public opinion is not necessarily inclined to prioritize military spending over social welfare.

Macron mentioned potential strategies for funding increased defense budgets, including the possibility of excluding defense spending from the European Union’s strict budget deficit rules. This proposal, historically resisted by nations like Germany, is gaining traction, with EU leaders, including Ursula von der Leyen, expected to make announcements supporting this shift.

Additionally, the idea of a common European defense loan, reminiscent of the EU’s financial response to the COVID-19 pandemic, is being considered. Macron did not dismiss the possibility of introducing savings products to help finance costly defense programs. The current military programming law, covering 2024 to 2030, already represents an unprecedented financial commitment, yet further increases may be necessary.

The discussion also touched on the possibility of deploying troops to Ukraine, though Macron clarified that any such deployment would aim to secure peace post-negotiation and would be non-combat in nature. Potential coordination with British forces was mentioned as part of strategic planning.

As Europe contemplates its path forward, Macron’s call for a “European preference” in defense procurement aims to bolster the continent’s defense industry. Despite increased military spending across Europe, much of the equipment is sourced from non-European countries, a trend Macron seeks to reverse.

The evolving geopolitical landscape requires European countries to make difficult choices, balancing defense needs with fiscal constraints, as they navigate a world increasingly defined by complex security challenges.
