Pakistan Trapped in Economic Cycle Due to Governance Flaws: Miftah Ismail

Pakistan remains trapped in a debilitating economic cycle due to deep-seated structural governance flaws, according to former finance minister Miftah Ismail. Speaking at the Karachi Literature Festival, he and other prominent leaders outlined a stark roadmap for recovery, emphasizing that eliminating terrorism is a prerequisite for creating an environment conducive to growth.

A Consensus on Long-Term Strategy

The session, titled “Fixing the Fundamentals: Pakistan’s Economic Reform,” brought together key figures including former SBP Governor Dr. Ishrat Husain, PM’s Adviser on Privatisation Muhammad Ali, and Pakistan Business Council Chairperson Dr. Zeelaf Munir. The panel unanimously agreed that short-term, tactical measures are insufficient to resolve the nation’s persistent economic challenges. The discussion centered on the urgent need for a consistent, long-term strategy to stabilize and grow the economy.

Key Reform Areas Highlighted

The experts identified several critical areas requiring immediate and sustained attention:

  • Governance and Taxation: Adviser Muhammad Ali stressed that reform must begin by documenting the economy to strengthen the tax base. He argued that sustainable growth is impossible without proper economic documentation and tax reform, calling for a reduced government footprint in commercial activities.
  • Debt and Import Burden: Dr. Ishrat Husain highlighted Pakistan’s severe external debt burden of $25 billion, noting the country requires approximately $12 billion annually for debt servicing. He pointed to a $10 billion yearly food import bill that could be slashed by revitalizing domestic agriculture with better credit and modern techniques.
  • Policy Consistency and Investment: Dr. Zeelaf Munir emphasized that credibility and policy consistency are non-negotiable for attracting investment. She cited Pakistan’s three-decade history of low growth, linking it to structural misalignment and inconsistent policymaking, compounded by a human development crisis.
  • Exports and Industrial Policy: Former finance minister Asad Umar underscored the critical need to restructure Pakistan’s economy to align with global demand. “No nation can achieve sustained growth without increasing exports,” he stated, calling for long-term industrial planning and reduced government intervention.

Call for Fundamental Shifts

Miftah Ismail elaborated on the necessary shifts, calling for population control, universal education, reform of the NFC Award, and reduced government expenditures. He advocated for strengthening local governments as an alternative to creating smaller provinces and pushed for the privatization of state-owned electricity and gas utilities to improve efficiency.

Moderator Muhammad Azfar Ahsan identified reactive, short-term “ad-hocism” as a persistent national challenge, arguing that Pakistan must be managed through a coherent, rules-based, and data-driven long-term economic policy built on institutional continuity.

The Path Forward

The session concluded with a shared understanding that Pakistan’s economic revival depends on a multi-pronged approach: structural reform, unwavering policy consistency, institutional accountability, export-led growth, and significant investment in human development. While acknowledging the difficulty of the required decisions, the speakers agreed that transparency, trust, and robust governance are the essential foundations for placing the country on a stable path toward sustainable economic growth.
