Paris Mayor Convenes Crisis Council on School Sex Abuse

Extraordinary Council Convenes as Suspensions Mount

Newly elected Paris Mayor Emmanuel Grégoire has called an extraordinary City Council meeting, placing a systemic sexual abuse scandal in the city’s after-school programs at the top of his agenda. The session, held on Tuesday, April 14, 2026, follows months of revelations that have shattered trust with families and led to the suspension of 78 staff members since the beginning of the year, 31 of them for suspected sexual violence.

A “Top Priority” Action Plan

Labeling the crisis his “absolute priority,” Mayor Grégoire, the former first deputy to Anne Hidalgo, submitted a €20 million action plan for a vote. The comprehensive strategy aims to overhaul safety protocols and restore confidence. Key measures include simplifying the reporting chain with a directly accessible listening unit and redesigning “sensitive” spaces like toilets to prevent adults from being alone with children.

The plan also commits to “massive” investment in training, including the creation of a dedicated “after-school academy” to professionalize the often precarious animation sector. Grégoire has pledged a “zero tolerance” policy, stating that any report will trigger an “automatic and immediate” suspension.

Union Backlash and Opposition Proposals

The response on the ground has been fraught. The Supap-FSU union describes a “climate of generalized suspicion and arbitrariness” and an “explosion of suspensions” in a sector already suffering from chronic understaffing. The union has called for a strike and a rally at City Hall to coincide with the Council meeting. The FCPE Paris parents’ federation is organizing a separate demonstration to demand a “clear timetable” and “concrete transformations.”

Meanwhile, the political opposition has criticized the mayor’s approach. Grégory Canal, co-president of the main opposition group, accused Grégoire of “hiding behind an external provider to shirk responsibility” by proposing an independent commission. The opposition is calling for a cross-party parliamentary inquiry and will propose installing surveillance cameras inside all 620 Paris schools, at a total cost estimated at “under €10 million.”

Leadership Shake-up and Long-Term Vision

In a significant administrative shake-up, Mayor Grégoire has already terminated the role of the city’s children’s ombudsman, Dominique Versini. The director of the city’s school affairs department (Dasco) has also recently left her post.

Beyond emergency measures, the mayor announced the launch of a “citizen’s convention on children’s time,” with conclusions expected in June. This long-term initiative seeks to fundamentally re-evaluate how children’s schedules and safety are managed across Paris.
