US and Iran Forge Preliminary Peace Deal After Conflict

A framework peace agreement was reached between the United States and Iran on Monday, drawing a formal close to active hostilities and establishing a path for permanent negotiations. The deal, announced after intensive talks, mandates an immediate and permanent ceasefire, the reopening of the strategic Strait of Hormuz, and the initiation of final-status negotiations within 60 days.

Ceasefire and Maritime Lanes Central to Framework

The core components of the memorandum of understanding address the most urgent flashpoints of the conflict. The immediate cessation of military operations is coupled with a guarantee to restore freedom of navigation through the Strait of Hormuz, a critical artery for global energy supplies that had become a central battleground. In a last-minute addition, Iran’s Fars news agency reported that a clause on imposing maritime service fees was inserted into the framework, signaling an acceptance by the United States that fees will be paid to Iran for passage.

“In the final moments of the negotiations, the text of the memorandum of understanding was amended to clearly and explicitly emphasise the issue of the Iranian-Omani sovereignty over the Strait of Hormuz,” Fars reported, citing an unidentified informed source. “The use of the term ‘maritime services’ means that the United States has accepted that fees will be paid to Iran.”

Global Reaction: A Cautious Welcome

International response to the breakthrough was swift, with a chorus of nations urging full implementation and restraint. Germany stated the agreement “can pave the way for economic recovery and the stabilisation of the region,” while emphasizing the need for determined implementation. The United Arab Emirates, whose shipping and energy infrastructure was struck during the war, stressed the importance of an immediate halt to hostilities and ensuring freedom of navigation.

The United Nations human rights chief, Volker Turk, welcomed the deal and urged maximum restraint. “At this fragile moment it is clear all sides need to exercise maximum restraint and work to the agreement reached quickly and in good faith,” Turk said. Saudi Arabia also welcomed the pact, insisting that any lasting arrangement “takes into consideration the security interests of regional states.” Pakistan and Japan, following a call between their foreign ministers, jointly welcomed the understanding, with Japan commending Pakistan’s sustained mediatory role.

Israeli Far-Right Rejects Accord, Vows Continued Campaign

In stark contrast, two Israeli far-right ministers denounced the deal, insisting their country was not bound by its terms. National Security Minister Itamar Ben Gvir stated, “Trump’s agreement does not bind us… It does not safeguard our security.” He called for the dismantling of Hezbollah and refused any withdrawal from captured territory. Finance Minister Bezalel Smotrich called the deal “bad for Israel” and urged a stronger military campaign in Lebanon, asserting, “We will have to continue the campaign to bring down the regime ourselves.”

Path Forward: 60 Days to a Final Deal

The preliminary agreement sets a tight 60-day timeline for detailed negotiations aimed at a permanent settlement. The framework comes against a backdrop of immense destruction, with reports indicating that the Iranian leadership was wiped out during the conflict. The coming weeks will test the durability of the ceasefire as diplomats work to translate the memorandum of understanding into a lasting peace that addresses the security architecture of the entire Middle East.
