IMF sets new terms for Pakistan gas debt fix

Pakistan’s protracted struggle to defuse its ballooning gas sector circular debt has entered a critical new phase, as the International Monetary FundIMF) tables stringent preconditions for a settlement. The Washington-based lender is pushing for immediate financial transparency, demanding that state-owned gas utilities formally recognize unrecoverable losses and undergo recapitalization before any broader debt restructuring plan is endorsed.

The proposals, discussed during recent virtual negotiations, signal the IMF’s intent to enforce fiscal discipline deep within Pakistan’s energy supply chain. According to sources close to the talks, the Fund has explicitly asked authorities to book losses where recovery is deemed impossible, moving them from ambiguous ledger entries to official accounts. Following this accounting purge, the two government-owned gas giants would need a capital injection to stabilize their balance sheets and restore operational credibility.

Resistance from Petroleum Division

The IMF’s recipe, while logical to international creditors, has triggered sharp unease within Pakistan’s Petroleum Division. Officials are reportedly reluctant to implement the measures, fearing that a sudden recognition of massive losses would slash the book value of the companies’ shares. Such a devaluation could spook minority shareholders and complicate any future privatization or fundraising efforts.

The scale of the problem is staggering. The total circular debt haunting the gas sector has swelled to approximately Rs3.3 trillion, a liquidity trap that cripples the entire energy ecosystem. The settlement plan currently under discussion aims to address roughly Rs1.7 trillion of this mountain, leaving a significant portion still unaddressed.

September Deadline Looms

The virtual talks concluded without a final agreement, leaving the critical settlement plan in limbo. Both sides are now gearing up for another round of discussions scheduled for September. Insiders suggest that a revised plan, heavily incorporating the IMF’s loss-recognition and recapitalization framework, is likely to be the basis for those negotiations.

The outcome of these talks carries high stakes for Islamabad, which is navigating a broader $7 billion IMF bailout program. Failure to untangle the gas sector’s debt spiral could jeopardize fiscal targets and keep the country’s energy supply chain in a perpetual state of crisis.
