Ceremony Highlights Military Ties with Moscow Ahead of Key Party Congress
North Korean leader Kim Jong Un, accompanied by his daughter, has inaugurated a street of new apartments dedicated to the families of soldiers killed while fighting alongside Russian forces in Ukraine, according to state media reports on Monday.
Official photos released by the Korean Central News Agency (KCNA) showed Kim and his daughter, Ju Ae, touring the modern housing units on Saeppyol Street in Pyongyang. The development is specifically intended for relatives of what North Korea terms “heroic martyrs” who died in the conflict.
Confirmation of Military Deployment
The ceremony provides rare official acknowledgment of North Korea’s direct military involvement in the Ukraine war, which began nearly four years ago. South Korean and Western intelligence agencies have long reported that Pyongyang sent thousands of soldiers to support Moscow’s invasion.
Seoul estimates that at least 2,000 North Korean troops have been killed in the fighting. “Before their death, the heroic martyrs must have imagined in their minds their dear families living in an ever-prospering country,” Kim stated during Sunday’s inauguration, as reported by KCNA.
Political Timing and Succession Signals
The housing inauguration comes just before North Korea’s major political event, the party congress, scheduled for later this month. Analysts view the timing as strategically significant.
“This is a highly calculated political maneuver to justify the deployment of soldiers ahead of the party congress,” Hong Min, an analyst at the Korea Institute for National Unification, told AFP. “It shows the state providing concrete compensation to the families of fallen soldiers in a symbolic demonstration.”
The event also featured another public appearance by Kim’s daughter, Ju Ae, whom South Korean intelligence recently identified as being “clearly designated as a successor” based on her high-profile activities with her father. Observers will watch the upcoming congress for any official party title granted to her.
Broader Strategic Implications
The housing project underscores the deepening military cooperation between Pyongyang and Moscow. In exchange for troop deployments, analysts say Russia has been providing North Korea with financial assistance, military technology, and supplies of food and energy.
The congress is expected to outline Kim’s future foreign and domestic policy directions, with the Ukraine deployment now framed domestically as a national sacrifice worthy of state recognition and compensation.
